ABOUT SAFE

The Gaza Society for Sustainable Agriculture and Friendly Environment (SAFE) is a Palestinian non-governmental, non-profit organization established in 2002 and officially registered with the Palestinian Ministry of Interior (Registration No. 7233). With over two decades of continuous engagement, SAFE has become a trusted leader in Gaza’s humanitarian and development landscape. SAFE implements a wide range of humanitarian and development projects in Gaza, with a particular focus on Shelter, Food Security & Livelihoods (FSL), and WASH.

ABOUT THE PROJECT

SAFE, in partnership with UNDP/PAPP, is implementing: “Inclusive Transitional Community Neighborhoods in the Gaza Strip / Gaza – Emergency Shelter Rehabilitation and Winterization Project.”

This early recovery initiative aims to rehabilitate at least 200 partially damaged housing units in the Gaza Strip. The intervention prioritizes female-headed households, persons with disabilities, and families with children, ensuring their safe and dignified return to habitable shelters. By restoring essential living conditions, the project seeks to reduce vulnerability, strengthen protection, and contribute to community resilience amidst the ongoing humanitarian crisis.

ROLE SUMMARY

SAFE is seeking a highly qualified Project Manager to lead the technical and managerial implementation of this critical shelter rehabilitation project. The Project Manager will serve as the primary focal point for coordination with UNDP/PAPP, government entities, contractors, and community stakeholders, ensuring that the project is delivered on time, within scope, and to the highest quality standards.

KEY RESPONSIBILITIES

  • Provide strategic leadership and overall direction for project planning and execution.
  • Lead technical assessments, oversee tendering processes, and manage rehabilitation activities in line with international humanitarian and protection standards.
  • Supervise and mentor project staff and site engineers, ensuring high-quality performance and adherence to timelines.
  • Ensure quality assurance, compliance with health and safety standards, and integration of environmental safeguards.
  • Manage stakeholder relations and ensure inclusive community engagement, prioritizing the most vulnerable groups.
  • Represent SAFE in high-level coordination with UNDP/PAPP, government entities, donors, and inter-agency forums, ensuring effective advocacy and visibility for the project.
  • Monitor project implementation, prepare progress and final reports, and support visibility and communication efforts (including success stories and documentation).
  • Identify and mitigate risks, ensuring flexibility and responsiveness in a rapidly evolving operating environment.

QUALIFICATIONS & REQUIREMENTS

  • Education: Civil or Architectural Engineering degree (mandatory).
  • Experience: At least 15 years of proven experience in managing shelter rehabilitation, construction, or emergency response projects, preferably in complex humanitarian contexts.
  • Strong expertise in project management, quality assurance, and risk mitigation.
  • Solid understanding of international humanitarian standards, Accountability to Affected Populations (AAP), and social/environmental safeguards.
  • Demonstrated ability to lead multi-disciplinary teams and coordinate effectively with donors, government authorities, and communities.
  • Excellent analytical, communication, and report-writing skills in English.
