The Gaza Society for Sustainable Agriculture and Friendly Environment (SAFE) is a Palestinian non-governmental, non-profit organization established in 2002 and officially registered with the Palestinian Ministry of Interior (Registration No. 7233). With over two decades of continuous engagement, SAFE has become a trusted leader in Gaza’s humanitarian and development landscape. SAFE implements a wide range of humanitarian and development projects in Gaza, with a particular focus on Shelter, Food Security & Livelihoods (FSL), and WASH.
ABOUT THE PROJECT
SAFE, in partnership with UNDP/PAPP, is implementing: “Inclusive Transitional Community Neighborhoods in the Gaza Strip / Gaza – Emergency Shelter Rehabilitation and Winterization Project.”
This early recovery initiative aims to rehabilitate at least 200 partially damaged housing units in the Gaza Strip. The intervention prioritizes female-headed households, persons with disabilities, and families with children, ensuring their safe and dignified return to habitable shelters. By restoring essential living conditions, the project seeks to reduce vulnerability, strengthen protection, and contribute to community resilience amidst the ongoing humanitarian crisis.
ROLE SUMMARY
SAFE is seeking qualified Site Engineers to carry out technical assessments and rehabilitation follow-up for the shelter rehabilitation project. The role requires strong field-based engineering expertise to assess structural conditions, supervise contractors, and ensure quality and safety compliance during rehabilitation works. The Site Engineer will work closely with the Project Engineer (Coordinator) and report to the Project Manager.
KEY RESPONSIBILITIES
- Conduct structural assessments of partially damaged housing units and document technical findings.
- Prepare technical documentation, including assessment forms, reports, and BoQ inputs.
- Identify safety hazards and recommend appropriate rehabilitation measures.
- Supervise contractors during rehabilitation works to ensure adherence to specifications, safety standards, and quality requirements.
- Monitor daily progress of rehabilitation activities and verify compliance with approved works and timelines.
- Report technical progress, issues, and recommendations to the Project Engineer (Coordinator) and Project Manager.
- Ensure proper documentation of completed works, including photos and beneficiary confirmations.
- Support grievance and feedback mechanisms by addressing technical issues raised by beneficiaries.
QUALIFICATIONS & REQUIREMENTS
- Education: Civil Engineering degree (mandatory).
- Experience: Minimum 7 years of proven experience in building assessment, damage evaluation, or similar technical roles, with strong background in supervising construction, rehabilitation, or shelter repair projects.
- Solid knowledge of structural assessment methodologies, BoQs, and construction supervision.
- Familiarity with humanitarian shelter standards, quality assurance, and health & safety practices.
- Ability to work independently in the field and manage multiple sites simultaneously.
- Strong communication, problem-solving, and technical reporting skills.
