The Gaza Society for Sustainable Agriculture and Friendly Environment (SAFE) is a Palestinian non-governmental, non-profit organization established in 2002 and officially registered with the Palestinian Ministry of Interior (Registration No. 7233). With over two decades of continuous engagement, SAFE has become a trusted leader in Gaza’s humanitarian and development landscape. SAFE implements a wide range of humanitarian and development projects in Gaza, with a particular focus on Shelter, Food Security & Livelihoods (FSL), and WASH.

ABOUT THE PROJECT

SAFE, in partnership with UNDP/PAPP, is implementing: “Inclusive Transitional Community Neighborhoods in the Gaza Strip / Gaza – Emergency Shelter Rehabilitation and Winterization Project.”

This early recovery initiative aims to rehabilitate at least 200 partially damaged housing units in the Gaza Strip. The intervention prioritizes female-headed households, persons with disabilities, and families with children, ensuring their safe and dignified return to habitable shelters. By restoring essential living conditions, the project seeks to reduce vulnerability, strengthen protection, and contribute to community resilience amidst the ongoing humanitarian crisis.

ROLE SUMMARY

SAFE is seeking a highly skilled Project Engineer (Coordinator) to provide both technical oversight and coordination for the shelter rehabilitation project. The role requires strong engineering expertise combined with project management skills to ensure that works are delivered on time, within budget, and in line with quality and safety standards. The Project Engineer will work in close collaboration with the project team and will report directly to the Project Manager.

KEY RESPONSIBILITIES

  • Lead the preparation of Bills of Quantities (BoQs), technical specifications, and cost estimates for rehabilitation works.
  • Coordinate closely with technical assessment engineers and rehabilitation follow-up site engineers to consolidate findings and ensure consistency in implementation.
  • Oversee contractor engagement throughout tendering, contracting, and execution stages, ensuring adherence to technical requirements.
  • Supervise and verify the quality of rehabilitation works, including materials, workmanship, and compliance with health, safety, and environmental standards.
  • Support the Project Manager in planning, scheduling, and monitoring project progress against agreed timelines and deliverables.
  • Serve as the daily coordination focal point between SAFE, UNDP/PAPP, contractors, and community representatives to ensure smooth and timely implementation.
  • Identify and escalate risks or challenges during implementation and propose practical solutions to mitigate delays or quality issues.
  • Actively participate in and represent SAFE at Shelter Cluster meetings and other relevant coordination groups, ensuring that project progress, challenges, and lessons learned are shared.
  • Contribute to reporting by preparing accurate technical updates, progress reports, and documentation of achievements, challenges, and lessons learned.
  • Ensure proper documentation of works, including photos, beneficiary feedback, and success stories for accountability and visibility.

QUALIFICATIONS & REQUIREMENTS

  • Education: Civil or Architectural Engineering degree (mandatory).
  • Experience: At least 10 years of proven experience in coordinating shelter rehabilitation, construction, or emergency response projects, preferably in complex humanitarian contexts.
  • Strong technical expertise in BoQ preparation, construction supervision, and contractor management.
  • Demonstrated ability to coordinate effectively with contractors, site engineers, and project stakeholders.
  • Familiarity with humanitarian shelter standards, accountability principles (AAP), and environmental/health & safety practices.
  • Excellent communication, reporting, and problem-solving skills.
  • Ability to work under pressure and manage multiple priorities in a humanitarian context.
